The First Step program is coordinated through Lancaster County’s Mental Health/Mental Retardation/Early Intervention office. Evaluations are conducted by a multi-disciplinary and multi-agency team consisting of licensed therapists and certified teachers. Except in rare instances when this is not feasible or appropriate, First Step evaluations are conducted in the family’s home.
Eligibility guidelines require that a child be delayed 25% or more in one of five developmental areas including physical, speech and language, social and emotional, self help, and cognitive. Once the First Step evaluation is complete and eligibility has been determined, the family participates in the development of a service plan, which may include special instruction and therapies.
